A: It depends on the school, but a lot of colleges take the highest SAT score from a single administration. Other colleges will take the highest three section scores and add them together no matter when you took them (if your math score from your freshman year plus critical reading from your sophomore year plus writing from your junior year comes out to be your highest possible score, then they'll go with that). Some colleges simply take your most recent score. Some will average. It just depends. You can usually find that kind of information for specific schools on their websites.
